Ladies and Gentlemen,
Subject: Appeal of the Vietnamese People for their Self-Determination
Twice, the iron curtain has fallen upon Vietnam.
The first time, in August 1945, the Vietnamese communists forced Emperor Bao Dai to abdicate, though he just recovered total independence for his country, Vietnam, after the surrender of the invading Japanese forces. The first Vietnam War, often called the Indochina War because it had extended to Cambodia and Laos, was ended by the Geneva Agreements of July 20th 1954, which temporarily divided Vietnam into two parts, the North and the South, separated by the demarcation line situated at the 17th parallel. Instead of establishing a democratic regime, allowing the population to freely participate in a free universal suffrage election two years later, with the objective of unifying the whole country as dictated by the Geneva Agreements, the North Vietnamese Communists built a Stalinist type totalitarian regime, sending North Vietnam into bloodshed with over 100,000 casualties, victims of a barbaric agricultural reform as well as the longest in history (1953-1956).
Terrified, about one million North Vietnamese grabbed the first opportunity given by the Geneva Agreements to migrate to South Vietnam, the largest exodus in Vietnam’s history. But the communist leadership, still hungry for power, actively prepared the Second Vietnam War, with the final objective of invading South Vietnam and to expand into Laos and Cambodia. Hence, the first peace treaty was promptly violated, pulling the Vietnamese people into their second tragedy, one that would last 2 decades: 1956-1975!
The second time, in April 30th 1975, the North Vietnamese Communists achieved their invasion of the Republic of Vietnam, trampling the Paris Agreements of January 27th 1973 which dictated the ending of hostilities and the establishment of peace in Vietnam, as well as the final Act of March 2nd 1973, through which, they gave themselves the designation “Government of the Democratic Republic of Vietnam”, with 11 other governments- France, the United States of America, United Kingdom, Soviet Union, China, Canada, Poland, South Vietnam, Indonesia, Hungary and the Liberation Front of South Vietnam ( created by the North Vietnamese communists and dissolved by them one year after their invasion of South Vietnam)- and in the presence of the General Secretary of the Organization of the United Nations, to “guaranty the end of the war, to maintain peace in Vietnam, the respect of the national fundamental rights of the Vietnamese people and the right of the South Vietnamese people to self-determination and to contribute to peace in Indochina and to guaranty…”
Since then, for almost the past 40 years, the Vietnamese people has been mourning that tragic date of April 30 1975, when their country has become a gigantic “gulag”, similar to those in the former Soviet Union of the 50’s and 60’s. After the “liberation” of South Vietnam, nearly 500,000 South Vietnamese, government workers, military personnel, doctors, journalists, writers, priests, of the “former” regime were incarcerated in hundreds of concentration camps, deceivingly called “re-education” centers, where thousands have lost their lives due to exhaustion, abuse and torture. The average forced labor detention time was from 8 to 10 years. However, Mr. Nguyen Huu Cau, just set the record by being released just a few weeks ago, after spending 37 years in prison! In comparison, the injustices against Nelson Mandela seemed almost lenient!
Outside of the camps, Vietnamese citizens can get beaten, arrested, incarcerated for any reason, just because they had expressed discontent with any politics or rulings of the government or the communist party, or if they protested against unfair government land seizing.
Hundreds of cases of flagrant human and civil rights violations have been denounced by victims to various human rights organizations, to democratic governments, to the United Nations and to the Council of Human Rights- where ironically, the Socialist Republic of Vietnam just obtained a seat! The recent conditional release of a few citizens, illegally condemned, after a few years of prison, was granted in an effort to calm the world’s opinion while repression has hardened across the country. Who can imagine that Vietnamese patriots who protested the Chinese expansion over Vietnam- military occupation of the Paracels and part of the Spratleys islands, which legally belong to Vietnam for centuries- were severely penalized by the authorities?
Enough is enough! Such a state terrorism must end. Throughout Vietnam, from north to south, farmers and city dwellers, blue collar and white collar workers, college students and old reformed communist cadres, disappointed retired generals and officers of the Popular Vietnamese Army, Catholic priests, pastors and Buddhist monks, have joined voice to demand liberty and democracy. The entire Vietnamese people has never been more ready to fight to regain their sacred right to self-determination, from the hands of the communist leaders, and this at all costs.
The Vietnamese people is well aware that only by shedding their blood, their liberty will be returned. But they also know that the world’s greatest powers, as mentioned above, must implement their commitment at the Paris Agreements, to “ guaranty the respect of fundamental national rights of the Vietnamese people, independence, sovereignty, unity and integrity of Vietnamese territory, as well as the right of the South Vietnamese people to self-determination…”
A commitment taken at an international treaty, which is still in effect, with no statute of limitation, must be implemented. A commitment that is dear to the Vietnamese living in Vietnam as well as to those living abroad, who have been fiercely denouncing the flagrant violations of the Paris Agreements by the North Vietnamese communists.
An international treaty must be respected and implemented in order to uphold order and justice. It is a basic rule of international law without which, unrest and chaos would inevitably descend on us, where the strong would oppress the weak, among men and among nations.
Honorable Leaders & Congressmen of Democracies & European Union,
You who have the ability to change the fate of the oppressed people of the world by their own leaders, we call upon you on behalf of 90 million Vietnamese, to ask you to support their fight for their sacred right to self-determination.
To the governments that participated in the Paris Agreements of 1975 on Vietnam,
You who have signed your commitment in the Paris Agreements, and did not implement it, allowing the North Vietnamese communists to invade the Republic of South Vietnam, we ask you to implement it, to fulfill your responsibilities and to save an entire people.
Honorable General Secretary of the United Nations,
Your predecessor witnessed the signing of the Final Act of March 2nd 1975 of the Paris Agreements, we ask you to intervene and remind the signatories their obligation to execute and implement their commitment to give back the “Vietnamese people their fundamental national rights as well as to the South Vietnamese population the right to self-determination” as specified in the Paris Agreements.
Defenders of Liberty and Human Rights of the world,
Your ideals and ours are the same. We ask you to intensify your efforts to help the Vietnamese people in their fight to regain their liberty, their sacred right to self-determination, to change their fate and be able to efficiently defend their homeland against foreign annexion.

Objet : Appel du peuple vietnamien pour son droit à l’autodétermination
Mesdames, Messieurs,
Par deux fois, le rideau de fer est tombé sur le Viet Nam.
La première fois, en aout 1945, les communistes vietnamiens ont forcé l’empereur BAO ĐAI à abdiquer, lui qui venait de recouvrer l’indépendance totale de son pays, le Viet Nam, après la capitulation des forces d’occupation japonaises. La première guerre du Viet Nam, souvent appelée guerre d’Indochine parce qu’elle s’était étendue au Cambodge et au Laos,s’est terminée par les Accords de Genève du 20 juillet 1954 qui partagent provisoirement le Viet Nam en deux parties, le Nord et le Sud, la ligne de démarcation se trouvant au 17ème parallèle. Au lieu d’instaurer un régime démocratique pour que la population soit en mesure de participer librement deux ans après au suffrage universel dans tout le pays en vue de sa réunification conformément aux Accords, les communistes Nord vietnamiens ont érigé un système totalitaire de type stalinien, noyant le Nord Viet Nam dans une mare de sang avec plus de cent mille victimes de la réforme agraire la plus barbare et la plus longue de l’histoire ( 1953-1956).
Terrifiés, près d’un million de Nord Vietnamiens ont saisi la première occasion offerte par les Accords de Genève pour regagner le Sud Viet Nam, constituant l’exode le plus important jamais survenu dans ce pays. Mais les dirigeants communistes , n’ayant pas assouvi leur soif de pouvoir, préparent activement la deuxième guerre avec objectif final, la conquête du Sud et l’expansion vers le Laos et le Cambodge. Ainsi, le premier traité de paix fut-il rapidement violé, entrainant le peuple vietnamien dans sa deuxième tragédie qui allait durer encore deux décennies: 1956-1975!
La deuxième fois, le 30 avril 1975, ils ont achevé leur invasion de la République du Viet Nam, foulant aux pieds l’Accord de Paris du 27 janvier 1973 « sur la cessation des hostilités et le rétablissement de la paix au Viet Nam» ainsi que l’Acte final du 2 mars 1973, par lesquels ils s’étaient engagés sous la désignation « gouvernement de la République démocratique du Viet Nam » avec onze autres gouvernements – ceux de la France, des États-Unis d’Amérique, du Royaume-Uni, de l’URSS, de la Chine, du Canada, de la Pologne, de la République du Viet Nam ( Sud Viet Nam), de l’Indonésie, de la Hongrie et du Front de libération du Sud Viet Nam (
Ainsi, depuis près de 40 ans, le peuple vietnamien a-t-il commémoré cette date tragique du 30 Avril, 1975, à partir de laquelle son pays est devenu un immense goulag rappelant celui de l’URSS des années

Aux Honorables dirigeants des démocraties du monde et de l’Union Européenne,
À vous qui détenez la capacité de contribuer au changement du sort des peuples opprimés par leurs propres dirigeants, nous nous faisons l’écho de 90 millions de Vietnamiens pour demander votre soutien à leur combat pour leur droit à l’autodétermination si longtemps confisqué.
Aux Gouvernements, signataires des Accords de Paris de 1975 sur le Viet Nam,
À vous qui avez signé votre engagement dans les Accords de Paris, nous demandons de l’exécuter entièrement maintenant, pour remplir votre responsabilité et sauver un peuple tout en rachetant votre fatal manquement d’alors à les faire appliquer, permettant ainsi aux communistes nord-vietnamiens d’envahir la République du Viet Nam.
À L’Honorable Secrétaire général des Nations Unis,
À vous dont le prédécesseur a témoigné la signature solennelle de l’Acte Final du 2 mars 1975 des Accords de Paris, nous demandons votre intervention en rappelant aux signataires leur obligation d’exécuter leur engagement pour rendre « au peuple vietnamien ses droits nationaux fondamentaux ainsi que le droit de la population sud-vietnamienne à l’autodétermination » tels qu’ils étaient spécifiés dans lesdits Accords.
Aux Défenseurs de la liberté et des droits de l’homme partout dans le monde,
Nous vous demandons d’intensifier vos efforts et soutenir notre combat car vos idéaux sont les nôtres et qu’il est grand temps pour le peuple vietnamien de recouvrer entièrement sa liberté et son droit sacré à l’autodétermination pour changer son destin et assumer efficacement la défense de leur pays en danger d’annexion.
